Jeffrey Scott Lockhart is a pioneer in stormwater management, sustainable construction, and civil consultancy, with over 40 years of boots-on-the-ground experience. As the founder of multiple groundbreaking companies, his work has shaped the land and infrastructure of Central Texas—and beyond—through innovation, integrity, and a deep, intuitive understanding of how water and earth move together in both natural and built environments.

In 1987, Scott founded Scott Lockhart Austin Drainage Specialists, Austin’s original stormwater management and drainage contracting firm. What began as a bold venture into an emerging field has grown into one of Central Texas’ most respected companies, with over 8,000 completed projects across residential, commercial, and municipal sectors. Today, Scott remains one of the region’s most experienced drainage contractors and stormwater consultants.
